The Arc Noble County Foundations began providing services to six adults with developmental disabilities at Rome City School in November 1970. In December 1991, the Noble Training Center had a new name, Foundations, and a new location, its current one in a former manufacturing facility at 506 South Orange Street in Albion.
Since 1991, Foundations has expanded services to include not only pre-vocational training in which individuals work on paid jobs but also a variety of other opportunities.

In 2014, additional services were added for individuals who do not desire the workshop experience to include community opportunities and respite. In 2019, we began a partnership with the Kendallville Community Learning Center (CLC) as a designated programmer. We are also committed to support individuals who would request our services from the other counties in the area to include Dekalb, Lagrange, Steuben and Whitley counties.
